Since 2004, Doug has witnessed CEC’s growth from a small, family‑run firm into a respected regional brand. As President, he focuses on advancing CEC’s purpose to Get Stuff Built Right. He is committed to delivering exceptional client experience, and believes living out our Core Values (humility, honesty, self-control and generosity) is the only way we will succeed. Above all, he considers his greatest accomplishments to be his faith in Christ, a loving marriage to his high‑school sweetheart, and raising two wonderful daughters.

Beyond the work: Doug can usually be found at a swim meet, track meet, or choir concert–or cheering on the Pokes, singing old songs, or working in the garden.

Maria brings nearly three decades of experience and a strong commitment to supporting the firm’s people and Purpose. Since 1998, she has contributed in a wide range of roles, including administration, marketing, operations, finance, and human resources, providing her with a comprehensive understanding of our business and a deep appreciation for the team members who drive its success. Her leadership is grounded in stewardship and a commitment to operational and cultural excellence.

Beyond the work: Maria strives to live out the principles of her life verse, Micah 6:8, “To act justly, to love mercy, and to walk humbly with God.” She loves to read and treasures spending quality time with her family.

Originally from Oklahoma City, Steven holds a Bachelor of Science in Civil Engineering from Oklahoma State University. He has been with CEC since 2001, first serving as a ?? before spending a large portion of his career in business development. He now serves as our Culture and Brand Officer, dedicated to preserving what makes CEC unique while fostering a culture of service, growth and belonging.

Beyond the work: Steven enjoys spending time with his wife and two daughters, all things Oklahoma State athletics, OKC Thunder basketball, and playing volleyball.

Since joining CEC in 1989, Marty Hepp has championed the culture of service and stewardship our team now enjoys. His impact can be seen throughout CEC, perhaps most evident in the programs and principles that define our culture today: CEC Civil Servants, our training and mentoring initiatives, and our intentional approach to leadership development and succession.

Beyond the work: Marty and his wife have two daughters and four grandchildren. You might find him cycling, restoring old Porsches, volunteering in discipleship programs for CEC leaders, or giving to the philanthropic causes that are supported by CEC Civil Servants.

Amber joined CEC in 2011 and serves as the Controller for the firm. She is deeply committed to service, collaboration, and continuous improvement, and she is energized by opportunities to support others, strengthen operational efficiency, and contribute to collective success. Acting as a resource for colleagues and leadership is where she finds the most purpose in her work, and she believes that effective communication, a positive attitude, and strong teamwork are foundational to any high‑performing organization.

Beyond the work: Amber can be found reading, traveling, and spending time with her family, including her husband, Rusty, and their two children. She is passionate about helping others—especially children experiencing poverty—and regularly participates in community outreach efforts and seeks opportunities to support local organizations making a meaningful difference.

In his role at CEC, Josh focuses on building meaningful relationships and helping clients turn ideas into successful projects. As a licensed civil engineer whose career has evolved into strategic business development, he understands both the technical and human sides of engineering. With deep understanding of project delivery, he helps clients navigate complex challenges and move projects forward with clarity and confidence.

Beyond the work: Born and raised in Oklahoma City, Josh is a proud father of two daughters, enjoys great music, and prefers any opportunity that takes him outdoors.

With more than three decades of experience, Geoff has built a reputation for technical excellence and strong client partnerships. His career spans public‑sector roles with ODOT, as well as construction leadership and executive oversight positions. At CEC, he expands opportunities across the region while supporting continued expansion of our diverse practice areas. Our commitment to Get Stuff Built Right® aligns deeply with his own philosophy: if you don’t have time to do it right, you don’t have time to do it twice.

Beyond the work: Geoff is most proud of his family–a testament, he says, to his wife’s strength and love. His children are thriving, and his grandchildren are the joy of his life.

Randall Knowles is our Regional Power Business Leader and has been with CEC since 2011. He is passionate about continually enhancing the client experience and developing solutions to the challenges our clients face in this rapidly changing power industry. Randall is committed to deepening his knowledge of the power industry by participating in industry-leading conferences and workshops, as well as serving as Vice President of EPIC, an industry club focused on advancing the power industry in Oklahoma.

Beyond the work: An import from Illinois and a graduate of Olivet Nazarene University, Randall and his wife have three children. The Knowles family enjoys listening to live music, attending sporting events, and taking vacation trips to the beach.

Taylor began his career with CEC in 1998 as an intern, and never intended to stay: he and his now-wife had plans to get married and move out of state. However, he found he enjoyed the work and the people, and he stuck around. He soon earned his degree and began building a career at CEC that ultimately led to his current role as Transportation Practice Leader.

Beyond the work: Taylor enjoys spending summer and winter vacations in the Rocky Mountains of Colorado. He also enjoys supporting his kids in their school and extracurricular activities, and spending time with family.

Andy joined CEC in 2012, designing highways and city streets. Over the years, his leadership and commitment to client service have helped shape the growth of our Facilities Practice, which he leads today. He is driven by the desire to build lasting partnerships with his team and clients so that each project is a success. His leadership strives to foster an environment that allows teammates to grow technical and personal skills, so that each project accomplishes the client’s goal and is a positive experience for all involved.

Beyond the work: Andy and his wife met in engineering school and have gone on to build a very happy life with two wonderful daughters. You will often find them hiking, serving in their local church, and playing golf or tennis together.

Josh began his career at the firm in 2005, and now serves as the leader of our CEI Practice. He graduated from Oklahoma State University with a Masters of Science in Civil Engineering with an emphasis on Project Management and Construction Engineering. Josh’s career has focused on management, inspection, materials testing, and oversight of transportation and facility infrastructure.

Beyond the work: Josh enjoys fishing, carpentry, and spending time with his family.

Rusty Steel serves as the Geospatial Practice Leader at CEC, with over 19 years of experience in the industry. He manages and oversees all geospatial departments including survey, remote sensing, subsurface utility engineering (SUE), and GIS services. At work, most see Rusty as an avid technologist, but his real love is bringing solutions and growing relationships with his peers, coworkers, and clients.

Beyond the work: Rusty loves coaching his kids’ sports, traveling with his family, and date nights with his wife.

Matt George is the Power Delivery Practice Leader for CEC, bringing over 13 years of experience and a diverse background: serving as a traditional civil engineer, working in the oilfield services sector, and as CEC’s previous Distribution Department Manager. He has been fortunate to see many of his projects from inception to construction, starting with a need or an idea, progressing through minimum viable product to full design, and ending with field implementation and construction.

Beyond the work: Matt and his wife have two kids, and he enjoys watching them play sports and spending time on the family farm in Oklahoma.

Shannon joined CEC in 2014 and now leads our Municipal Practice, drawing on decades of engineering experience and a passion for helping communities thrive. She graduated from Oklahoma State University with a Bachelor of Science in Civil Engineering in 1998. She currently serves on the APWA NE Branch Board and likes being involved in and encouraging STEM activities for young students.

Beyond the work: Shannon and her husband have four children, two girls and twin boys. She enjoys being outdoors, spending time at the lake, and being involved in her kids’ activities.

Darren joined the firm in 1997 as a CAD tech, and was soon asked to become CEC’s first surveyor and leader of that team. Officially starting his surveying career in 1985 as a draftsman, Darren has since grown into a trusted leader in the survey profession across the region. He resonates most with how deeply CEC’s mission and culture are rooted in relationships. Everything we do revolves around treating people with respect, offering support, and building strong, healthy connections. He values relationships with his co‑workers, who truly feel like extended family, and he is committed to mentoring the next generation of surveyors.

Beyond the work: Darren enjoys spending time with his wife and three children, Oklahoma Sooner athletic events, hanging out with lifelong high school friends, and sharing life with his church family.

Sid has been part of the CEC team since 2008 and serves as our Chief Power Engineer. With more than 48 years of experience in electrical engineering, he specializes in power distribution design and is passionate about the essential role reliable power plays in supporting the communities we serve. Sid earned his Bachelor of Science in Electrical Engineering from the University of Oklahoma.

Beyond the work: Sid and his wonderful wife share two sons and 10 grandchildren. He enjoys playing with his grandchildren, snow skiing, traveling with his wife, and serving his church.

Aaron interned at CEC from 2003-2005, then joined us full-time in 2006 after graduating from Oklahoma State University with a Bachelor of Science and a Master of Science in Civil Engineering. Since 2006, he has had the opportunity to serve in various roles: from designing and inspecting bridges, to managing local government transportation design projects, to helping to grow a new SUE department. Aaron has enjoyed the unique aspects of each role, but he most appreciates the values and culture, derived from the Christian faith, which transcend any specific role within CEC.

Beyond the work: Aaron and his wife have three children. He enjoys hunting and participating in various shooting sports with them, as well as watching their soccer games and cross-country races. 

Chad Grinsteiner is the Structures Department Manager at CEC and has worked in the design and investigation of civil structures since 1995. Prior to joining CEC, he served as President of White Engineering Associates, which merged with CEC at the end of 2021. Chad earned both his Bachelor and Master of Science degrees in Civil Engineering from Oklahoma State University. He is a licensed Professional Engineer in Oklahoma, Texas, Arkansas, Missouri, Kansas, Nebraska, Colorado, and Louisiana. He is passionate about developing designs and plans that help the construction process run smoothly for both the Contractor and the Owner. Chad and his wife have two sons and two Labrador Retrievers.

Beyond the work: Chad enjoys spending time outdoors with his family, working on his farm, and restoring classic cars.
