Looking Beyond the Surface: Engineering Insight in Site Selection

    Getting a site civil engineer involved early in the site selection process is one of the smartest moves a developer, stakeholder, or business can make – but it’s often overlooked. Long before design drawings are created or permits are submitted, engineering insight can help uncover opportunities and risks that aren’t visible at first glance. 

    Although most experienced developers conduct site due diligence prior to development, incorporating engineering expertise earlier – before acquisition – can uncover costly constraints, improve decision-making,  and ultimately lead to a more successful project. 

    Developers invest millions of dollars in property long before design and construction begin. While  developing property is an exciting venture, it can also be challenging and frustrating at the same time. Do not get caught scratching your head saying, why didn’t I catch this earlier? A site may look great on the surface but often holds many secrets that cannot be seen or identified by just walking the site. These hidden secrets can potentially affect construction cost, schedule, and long-term operability. 

    Where Engineering Insight Adds the Most Value 

    A site civil engineer evaluates critical factors that can determine whether a site is feasible, efficient, and cost-effective to develop.

    Some of these key factors include: 

    • Physical Constraints: floodplains and floodways, potential wetlands, and subsurface soil conditions that can limit usable area or increase construction costs 
    • Regulatory Constraints: zoning requirements, easement restrictions, and environmental concerns that restrict development potential 
    • Access & Infrastructure: site access, traffic requirements, and utility availability and capacity, such as water, sewer, and power 
    • Off-Site Improvements:  roadway upgrades, utility extensions, or other external improvements triggered by the development 

    Early engineering analysis can quickly identify sites with hidden challenges and highlight opportunities for optimization. With input on site layout, stormwater strategy, infrastructure, and regulatory pathways, a civil engineer helps turn a “good” site into a great one, ultimately saving time, controlling costs, and accelerating project delivery. In some cases, understanding site constraints early can also provide leverage during property negotiations.

    Common site challenges identified through early due diligence may include: 

    • Limited developable area due to floodplain or floodway constraints 
    • Subsurface soil conditions requiring undercutting or engineered fill 
    • Wetlands or environmental conditions requiring mitigation or remediation 
    • Access limitations or roadway requirements that impact site layout 
    • Existing easements that restrict building placement 
    • Utility constraints, including limited capacity or the need for extensions 
    • Required off-site improvements driven by traffic or infrastructure demands 

    These are just a few of the factors that can significantly influence project feasibility, cost, and timeline, many of which are not immediately visible without early engineering involvement.

    A Real-World Site Evaluation 

    A recent example of this early engineering approach in action involved the CEC team evaluating multiple potential industrial park sites to determine their feasibility for large-scale development. Through detailed site analysis, our team assessed existing conditions, utility availability, access, and infrastructure requirements, while also identifying critical constraints and opportunities for optimization. 

    The Alliance for Economic Development of Oklahoma City had two sites for CEC to evaluate. For the first site, analysis revealed that roadway widening, pavement upgrades, and bridge improvements would be required to support anticipated traffic, while utilities presented both opportunities and challenges. An existing 16-inch waterline provided adequate capacity, but sanitary sewer would require a four-mile extension and lift station. 

    For the second site, both water and sewer infrastructure needed significant extensions, along with roadway enhancements to meet development demands. In each case, CEC provided preliminary infrastructure planning, conceptual layout guidance, and construction cost estimates ranging from $22 million to $31 million. 

    This level of early insight allowed stakeholders to fully understand the true cost and feasibility of each site, compare options on an equal basis, and make informed decisions before moving forward with significant investment.

    The Value of Early Engineering Insight 

    The benefit of performing early due diligence is identifying potential risks, costs, and opportunities that could significantly impact a project’s success. It can help avoid unexpected legal complications, costly remediation, or design limitations. Due diligence also provides clearer budget forecasting, development schedules, strengthens negotiations with sellers, and ensures the property aligns with the intended development strategy, ultimately protecting the investment and ensuring a successful outcome.  

    From Uncertainty to Advantage 

    In short, engaging site engineering early turns site selection from a gamble into a more informed, strategic decision that helps secure the best opportunities. Developers and stakeholders can evaluate properties on a true “apples-to-apples” basis, not just on land price alone.

    Ultimately, the goal is simple: make smart decisions early so projects stay within budget, minimize risk, move forward efficiently, and get built right.
